Kotayk Governor Appeals to Administrative Court
The governor of Kotayk province has lodged an appeal with the Administrative Court regarding the early termination of powers of members of the Kasakh community council. This follows a protocol dated October 7, 2019, in which the powers of six council members were reportedly terminated prematurely.
Upon review, it was determined that the draft decision to terminate the council members’ powers was drawn up in violation of the Law on Local Self-Governance. On October 11, 2019, the Kotayk governor issued a letter to the head of the Kasakh community suggesting that a regular council meeting should be convened in accordance with established procedures to address this matter.
However, the community head rejected the governor's proposal and communicated this in a letter dated October 11, 2019. Given that the protocol regarding the early termination of powers contradicts current Armenian legislation, on October 22, 2019, the Kotayk governor filed a lawsuit to declare the aforementioned protocol invalid.
