Decision to Collect Garbage Fees from 0.25% Tax on All Imported Goods in Armenia

The newspaper “Hraparak” reports that Yerevan Vice Mayor Hayk Sargsyan announced that due to the difficulties in collecting garbage fees—considered small amounts (200 drams per person)—it has been decided to collect garbage fees from a 0.25% charge on all types of goods imported into Armenia.

Essentially, the city hall seems to be trying to rid itself of the hassle of collecting fees. We asked David Khajakyan, leader of the “Lus” faction in the council, whether such an approach is possible and if there are examples from other countries. “I have not encountered such an experience. Based on what the vice mayor announced, I am aware that there is a project regarding alternative garbage collection, which could be related to customs clearance of imported goods. I do not yet have details on it,” he stated.

When will the project be discussed? “Sargsyan noted that it is already being discussed in the government, as it requires legislative changes.”

If such a thing happens, what will be your stance? “I believe this will lead to a chain of price increases; there is room for studies on this matter.” Will importers agree with this, or will they close the road to Ijevan since the goods come this way? “I do not rule that out. This implies an increase in prices. There are businesses that import in large volumes.”
