Officials of the Armenian Police Embezzled Approximately 70 Million AMD: Special Investigation Service
During the investigation of a criminal case conducted by the Special Investigation Service of the Republic of Armenia, sufficient evidence has been gathered to establish that officials of the Police Patrol Service of Armenia embezzled significant sums of money transferred from the state budget, as well as bonuses assigned to various police personnel.
According to information provided by the Special Investigation Service of Armenia, it is alleged that H. A., the head of the Armavir branch of the Police Patrol Service, developed an embezzlement scheme with the department's accountant from January 2016 to May 2018, whereby the income tax for the salaries and bonuses of the department's employees was either not paid or paid in insufficient amounts to the state budget. As a result, the accountant G. A. was directed by H. A. to transfer these amounts every month into the accounts of himself, H. A., unit commander A. A., and several employees of the division and the militarized unit who had unwittingly committed the offense.
Under H. A.'s instruction, unit commander A. A., and in some cases also G. A., demanded and received the aforementioned amounts transferred to the employees’ accounts every month. Consequently, H. A. and G. A. embezzled a total of 53,992,463 AMD during this period, of which H. A., by abusing his official position, personally embezzled 53,532,463 AMD.
Additionally, from June 2016 to May 2018, accountant G. A., exploiting his official position, also embezzled 15,294,780 AMD without the knowledge of H. A. and A. A.
H. A. and G. A. have been charged under the first part of the third section of Article 179 of the Criminal Code of the Republic of Armenia for large-scale embezzlement, while A. A. has been charged under the third section of the first part of Article 38-179 for assisting in the crime.
During the preliminary investigation, over 10 million AMD was recovered by H. A.
The preliminary investigation has been completed. The case has been sent to the supervising prosecutor with a request to forward it to court.
