Arrest Decision Made for Stepanakert Mayor David Sargsyan: Investigative Committee
Criminal prosecution has been initiated against four individuals for committing fraud and forgery of documents related to the theft of property worth especially large amounts, including four vehicles. Among those implicated is the Mayor of Stepanakert, David Sargsyan. This was reported by the Investigation Committee.
"The General Department for Investigation of Especially Important Cases and Electoral Crimes of the Investigation Committee has obtained factual data in the course of the pre-trial investigation indicating that D.S., with the assistance of S.B., in preliminary agreement with S.G. and G.P., has committed fraud in especially large amounts as a group, as well as prepared fraudulent documents granting rights and used them in conjunction with S.G. and G.P.," the statement read.
Specifically, D.S., through deceit, by distorting actual facts and providing false information about non-existent data, deliberately misrepresented reality. On various days in February 2024, he made false decisions regarding the alienation of four vehicles and provided S.G. and G.P. with false powers of attorney for executing these transactions.
S.B., assisting the aforementioned individuals, provided S.G. and G.P. with the necessary documents confirming that there were no tax obligations regarding the alienation of the mentioned four vehicles. S.G. and G.P. submitted the forged documents to the competent state body, on the basis of which alienation transactions were executed and ownership was registered with the involvement of other individuals.
As a result, D.S., S.G., and G.P., with the assistance of S.B., have reportedly misappropriated property valued at a total of 19,100,000 AMD belonging to others, specifically vehicles of the brands "TOYOTA HILUX 2.7", "VAZ 21214", "UAZ 390945-552", and "VAZ 212140".
Based on the collected data, public criminal prosecution has been initiated against D.S., S.G., and G.P. under the third part of Article 255 and the second part of Article 457 of the RA Criminal Code, while S.B. faces charges under the third part of Article 46-255 of the RA Criminal Code. A decision has been made to arrest the aforementioned four individuals. The investigation is ongoing. The inquiry is focusing on uncovering the possible circumstances surrounding the alienation of the aforementioned as well as other properties," the statement from the Investigative Committee said.
Earlier, the Investigative Committee reported that Misha Gyurjyan, the Mayor of Martakert in Artsakh, had been arrested, and house arrest had been imposed on Hayk Shamiryan, the Mayor of Askeran.
