Some Progress Has Been Made in Certain Areas: Armen Grigoryan on Negotiations

Agreement has not been reached on the fundamental issues of the peace treaty in Washington. This was announced today by the Secretary of the Security Council of Armenia, Armen Grigoryan, in Victory Park.

“Some progress has been made in certain areas, but they are not the most fundamental,” he stated.

The Security Council Secretary recalled that there is a well-known principle in negotiations: as long as everything is not agreed upon, nothing is agreed upon.

“There will be a meeting in Brussels on Sunday, and afterward in Chisinau. The meeting will also involve French President Emmanuel Macron and German Chancellor Olaf Scholz. We will work in the direction of bringing our positions closer together and moving forward,” he said.

Regarding Artsakh, the Secretary of the Security Council announced that the approaches remain the same: a mechanism needs to be established for international participation, and Stepanakert and Baku must sit at the negotiating table.

Grigoryan reminded that the Armenian side has already voiced its disagreements, and without resolving them, signing the agreement is not possible.

It should be noted that on May 1, a bilateral meeting took place in Arlington, USA, between the Foreign Ministers of Armenia and Azerbaijan, Ararat Mirzoyan and Jeyhun Bayramov. On the same day, a trilateral meeting was held in Washington between Ararat Mirzoyan, U.S. Secretary of State Antony Blinken, and Azerbaijani Foreign Minister Jeyhun Bayramov. The negotiations, which lasted several days, concluded on May 4.
