What to Expect from the Negotiations: 'Hraparak'
‘Hraparak’ newspaper reports:
"Negotiations regarding the opening of the Hakari Bridge continued yesterday with the participation of the commander of Russian peacekeepers, Major General Andrey Volkov, despite the fact that he will soon be leaving Artsakh. The Russians have held separate negotiations with both the Azerbaijani and Artsakh sides, yet on the third day, there have been no results. On the contrary, Azerbaijan has placed a sign at the checkpoint of the Lachin corridor that reads, ‘Attention, you are entering the territory of the Republic of Azerbaijan.’
According to the statement of November 9, the Lachin corridor is under the control of Russian peacekeepers. Azerbaijan closed the Lachin corridor on Sunday at the exact point where the Russian peacekeepers are stationed, and they did not prevent the closure of the Hakari Bridge by Azerbaijani trucks and military vehicles. The Russian Foreign Ministry stated that any change in the status of the Lachin corridor is unacceptable.
In Artsakh, there is confidence that the Azerbaijanis will not abandon the idea of establishing a checkpoint. The only thing the Russians are likely to try to achieve is to have not only Azerbaijanis but also Russian peacekeepers stationed at the checkpoint, potentially in a joint arrangement. It is worth noting that official Baku has declared that the establishment of a checkpoint in Lachin is legal and corresponds to international legal norms, stating that Armenia has recognized the territorial integrity of Azerbaijan in Prague and Sochi."
