US State Department on Events in Azerbaijan

“Azerbaijan's law enforcement and security agencies continue to broadly determine which actions are categorized as 'terrorism' or 'extremism', making political opponents and religious activists vulnerable to prosecution, detention, and physical violence. Such individuals have been particularly susceptible to physical violence applied by the Organized Crime Division of the Ministry of Internal Affairs of the Republic of Azerbaijan,” states the US State Department's report on terrorism.
