Pashinyan, Putin, and Aliyev Sign Joint Statement in Moscow: Details
A joint statement has been adopted following the tripartite meeting of Armenian Prime Minister Nikol Pashinyan, Russian President Vladimir Putin, and Azerbaijani President Ilham Aliyev held in Moscow.
The statement is presented below:
“Joint Statement by the President of the Republic of Azerbaijan, the Prime Minister of the Republic of Armenia, and the President of the Russian Federation, January 11, 2021.
We, Ilham Aliyev, President of the Republic of Azerbaijan, Nikol Pashinyan, Prime Minister of the Republic of Armenia, and Vladimir Putin, President of the Russian Federation, hereby declare the following:
To support the establishment of a trilateral working group under the joint chairmanship of the Deputy Prime Ministers of the Republic of Armenia, the Russian Federation, and the Republic of Azerbaijan, aimed at implementing point 9 of the statement of November 9, 2020, regarding the unblocking of all economic and transport links in the region, as proposed by President Vladimir Putin of the Russian Federation.
The working group will hold its first meeting by January 30, 2021, and based on the results, will develop a list of priority directions arising from the implementation of point 9 of the statement, with a focus on railway and road communications, as well as agreeing on other directions among the Republic of Azerbaijan, the Republic of Armenia, and the Russian Federation (hereinafter referred to as the Parties).
To implement the main directions of activity, the co-chairs of the working group will confirm the composition of expert subgroups in those areas, which will include representatives of the competent authorities of the Parties and officials of organizations. The expert subgroups will present a list of projects, including the required resources and measures for their implementation and approval at the highest level by the Parties, within one month after the working group meeting.
By March 1, 2021, the working group will present to the Parties at the highest level a list and timeline of measures needed for the restoration and construction of new transport infrastructure facilities to ensure the organization, implementation, and safety of international transportation through the territories of the Republic of Azerbaijan and the Republic of Armenia, as well as for the transportation carried out by the Republic of Azerbaijan and the Republic of Armenia, which require crossing the territories of the Republic of Azerbaijan and the Republic of Armenia.”
