In Artsakh, Everyone in Public Places Must Carry Identification Documents
According to a decree signed by the President of the Republic of Artsakh, certain restrictions have been imposed on the right to free movement in the Republic of Artsakh, as well as a special regime established for citizens of Artsakh when leaving the republic. A commandant's office has been created, headed by Karen Sargsyan, director of the State Emergency Service of Artsakh, as reported by the Artsakh State Emergency Service.
During the state of war, everyone must carry identification documents (ID card) while in the streets and other public places, which should be presented to patrolling officers upon request. These officers are on duty 24/7 throughout the territory of the republic. Citizens are urged to strictly follow the orders of the commandant's office and to move only in cases of extreme necessity.
It is reminded that on September 27, the Azerbaijani armed forces launched a large-scale attack on Artsakh, targeting the civilian population as well. As of October 16, the Artsakh military has shot down 16 helicopters, 21 airplanes, 181 UAVs, and destroyed 552 units of armored vehicles, mainly tanks, as well as 86 vehicles, 10 armored personnel carriers, and other heavy weapon systems.
The adversary has reported over 5,839 casualties. Preliminary data indicates 633 fatalities on the Armenian side. The Azerbaijani armed forces have also targeted military and civilian infrastructures in Artsakh and the Republic of Armenia, resulting in fatalities, injuries, and significant damage to private properties and public infrastructure.
The bombardment by Azerbaijani forces has also injured journalists from both local and foreign media. Martial law was declared in Armenia and Artsakh on September 27. A ceasefire went into effect at 12:00 PM on October 10, but Azerbaijani forces have carried out diversionary actions and shelled civilian areas in Artsakh after the truce.
