In Moscow, the agenda for the foreign ministers of Armenia and Azerbaijan includes issues related to the cessation of military operations and the exchange of bodies and prisoners for humanitarian purposes.
If military operations cannot be halted, at least a temporary ceasefire should be reached in order to address humanitarian issues.
