It Seems to Me That All This is Directed and Preconditioned: Hrayr Tovmasyan

The judge of the Constitutional Court, Hrayr Tovmasyan, suspended his participation in the procedural meeting when only one candidate, Yervand Khundkaryan, remained. This was stated today, September 24, during a conversation with reporters by the President of the Constitutional Court, Hrayr Tovmasyan.

“It seems to me that all this is directed and preconditioned,” said the judge.

Tovmasyan noted that when nominating the candidate Ashot Khachatryan, he took into account three factors. “I mentioned in the morning that I would consider three main factors when nominating candidates. The first was human qualities that could create those relationships. I had the opportunity to say earlier that it is very important for the president of the court to see things that other judges may not see, ranging from downturns in mood, feeling a bit unwell, to health issues,” he emphasized.

Hrayr Tovmasyan stressed that Judge Khachatryan is the most experienced. “I not only nominated Mr. Khachatryan, but I also addressed each of them or almost all of them, explaining why I do not nominate them. Mr. Khachatryan is the most experienced, he is the oldest in age, a doctor of sciences and possesses certain managerial skills. Mr. Khachatryan has 2 years left in his position. This would be a unique transitional period, allowing the remaining judges to get to know each other better and not rely on past experience when making their choices. Essentially, four judges are new to the CC, who do not know each other or have not been in that atmosphere. The president’s functions in this regard are not significant, and these circumstances should be taken into account,” he added.
