Can You Explain This 'Trick' – How Is It Possible to Enter University with a Score of 8.5 But Not with 18? – Zohrabyan

NA MP from the Prosperous Armenia Party, Naira Zohrabyan, has released a video where parents of candidates participating in university entrance exams express their concerns. She specifically wrote:

“Minister of Education, can you explain this trick – how is it possible to enter university with a score of 8.5 but not with, say, 18? Today, dozens of parents have approached me, wanting to understand how 8.5 can be more than 18.”
