AAD Police Committed Crimes While Compiling Voter Lists: Ioannisyan

“Crimes have been committed in the AAD police while compiling the voter lists.” This was announced on Facebook by Daniel Ioannisyan, the head of the “Informed Citizens’ Union.”

It is noteworthy that the “Informed Citizens’ Union” conducted an observation mission on March 31 during the presidential and parliamentary elections held in Artsakh, monitoring 49 polling stations across 8 territorial electoral commissions.

The full statement is as follows:

“There are old electoral ‘tricks,’ pardon my expression, that haven’t been seen in Armenia for about ten years, and we never thought they would occur in Artsakh (spoiler alert: we were mistaken). This refers to the police including the same voter in multiple lists.

Thus, while randomly reviewing several lists according to the location, we have already discovered one citizen who was included by the police in two polling stations in Stepanakert (No. 1/11 and No. 1/13). I must say immediately that the citizen voted in both polling stations.

Moreover, the police had absolutely no right to include this citizen in the list according to location, since the citizen was registered and located within the same community. This forgery by the police could only have been done intentionally, as the passport program does not allow for such actions. It can only be done ‘manually.’

Retrospectively realizing our mistake (that we mistakenly trusted the police), we tried to request all voter lists according to location for verification (as we used to do in Armenia about 10-12 years ago). And it turns out that these lists have not been ‘preserved’ in the police.

Here again, electoral legislation has been violated, and an act prohibited by the criminal code has been committed since voter lists according to location should also be published on the police website (whereas only the main lists have been published). Shortly, we will send another report to the prosecutor’s office regarding this crime concerning the offenses provided for under part 1 and part 2 of Article 150 of the AAD Criminal Code.”
