‘Hraparak’. Criminal Case Against Marutyan. Khachaturyan Files Complaint with Prosecutor's Office

‘Hraparak’ newspaper reports that according to the newspaper’s sources, Mayor Hayk Marutyan is in ‘mixed’ situations not only regarding the ‘KAMAZ’ vehicles but also concerning his leave. The secretary of the city hall's staff, Vahe Khachatryan, has allegedly committed some forgery in the vacation documents.

We asked the leader of the ‘Luys’ alliance, Davit Khachaturyan, whether he has filed a complaint with the prosecutor's office regarding this issue. “Yes.” Does this pertain to the mayor's order on October 17 for him to take a vacation? “The matter is that the press secretary of Hayk Marutyan had informed the media that, according to this order, Marutyan was to return from vacation on November 4. However, the leave was de facto extended, the previous order was effectively sidelined (it had actually been revoked), and a new order was created retroactively.”

With Marutyan’s signature? “Yes, there is his signature on that document. It creates the impression that the mayor has not extended the vacation, but rather that the order was originally intended to be that way: ‘To allocate 14 working days to Mayor Hayk Marutyan from October 22 to October 8 inclusively.’ In another part of the order, it states, ‘To instruct the Mayor's First Deputy Harutyun Sargsyan to temporarily appoint the mayor’s deputy Hayk Sargsyan in case of necessity for business trips or other unforeseen events.’ This provides grounds for two criminal cases: firstly, that the mayor is not authorized to transfer his powers to Hayk Sargsyan, and secondly, that this document is forged because the mayor was on vacation that day, yet his signature is under the decision.”
