Former Head of Abovyan Charged in Corruption Case
The Armenian National Anti-Corruption Committee has uncovered evidence that Karapet Guloyan, who held the position of head of the Abovyan community from 2008 to 2015, misused his official position to illegally alienate 65 plots of public land, including squares, roads, parks, and gardens, to various individuals.
The investigation has established that during the alienation of the land, Guloyan violated the procedures for conducting public auctions on multiple occasions and committed official forgeries by signing false records in collaboration with officials from the city hall.
Additionally, in preliminary agreements with connected individuals, Guloyan legalized the plots acquired through criminal means by registering them under his name or his relatives' names through formal transactions.
The former head of Abovyan has been charged under several articles of the previous Criminal Code of Armenia, including Article 308 (abuse of official authority), Article 190 (legalization of property), Article 314 (official forgery), and Article 196 (misappropriation of property).
Karapet Guloyan has accepted the charges against him and has fully compensated the community for the damage of 261 million AMD. He has been subjected to a combination of alternative measures, including a bail of 40 million AMD and a restriction on leaving the Republic of Armenia.
The investigation concerning Guloyan and three other individuals has been completed, and the case has been transferred to the prosecutor's office with a recommendation for indictment.
