“What did Suren Papikyan receive in exchange for the 100 million dram 'gift'? First, Suren Papikyan facilitates the entry of the local oligarchy of Jermuk (the Jermuk Group) into the 'Civil Contract' party. Then, Suren Papikyan ensures that the son of the owner of the Jermuk Group is nominated from the Civil Contract party in local elections, using various levers to secure a victory without competition. After that, Suren Papikyan receives a 'gift' of 100 million drams in the form of a discount on an apartment from the owner of the Jermuk Group. Yes, we are talking about the son of the Jermuk Group director, who was accused of document forgery to avoid military service, but instead of being prosecuted, he became the mayor thanks to the Civil Contract party.”
