Gagik Jhangiryan Manages the Judicial System as He Wishes: 'Hayots Ashkharh'
The judicial system is in an explosive situation. The fact is that applications will be submitted to the European Court of Human Rights regarding several criminal cases, after which decisions will be made against Armenia. On July 2 of this year, it became known that employees of the National Security Service visited the Court of Appeals and seized the computer used for assigning cases to judges via the electronic system. However, it turns out that the NSS not only seized the system from the Appeals Court but also the entire server responsible for case assignments in the judicial system. Now, assignments in both the First Instance and the Appeals Courts are being conducted manually, allowing the President of the Supreme Judicial Council, Gagik Jhangiryan, to manage the judicial system as he wishes. In particular, they assign criminal and civil cases to their preferred judges and ensure desired outcomes.
This process began after judges failed to detain individuals who made statements against the government. However, this situation will not go unpunished. According to information received, all those whose civil, administrative, or criminal cases have been assigned manually intend to go all the way and appeal to the European Court of Human Rights, stating that the assignment process was conducted in a manner not prescribed by law, meaning that the proper notification process was illegally carried out. It turns out that in a short time, the judicial system will find itself in an explosive situation, as both the Republic of Armenia's Court of Cassation and the European Court of Human Rights have precedents where similar cases are considered improperly notified.
