Exit from the Republic of Artsakh Restricted: Arayik Harutyunyan

Dear compatriots,

Based on the provisions of the law on the Legal Regime of Martial Law in the Republic of Artsakh, I have signed a decree imposing certain restrictions on the right to free movement within the territory of the Republic of Artsakh and establishing a special regime for citizens of the Republic of Artsakh to exit from this territory.

To implement the measures outlined in this decree and ensure the temporary restriction of rights and freedoms, a commandant's office has been created to organize unified management of forces and resources, with the head of the Armenian State Emergency Service, Karen Sargsyan, appointed as commandant.

The exit from the territory of the Republic of Artsakh has been restricted for citizens subject to conscription, and is only permitted in special cases, provided there is a pass issued by the commandant.

The commandant has also been authorized, if necessary, to establish specific rules and conditions for the entry (exit) of individuals and vehicles into (from) certain areas of the Republic of Artsakh and for their presence and movement within those areas.
