Human Rights Defender of Artsakh Calls on International Community to Assess Azerbaijan's Actions
On September 30, the Human Rights Defender of the Republic of Artsakh received information that on the same day, three civilians, two women and one man, were killed due to shelling of civilian facilities in the city of Martakert by the Azerbaijani armed forces, while one person was wounded. The identities of the deceased and the wounded are being verified.
The Human Rights Defender strongly condemns Azerbaijan's targeted and continuous attacks on the civilian population and facilities in Artsakh, which lead to severe human and material losses among the civilian population. The Defender notes that Azerbaijan grossly violates the norms of international humanitarian law by indiscriminately and deliberately firing at civilian settlements.
The Human Rights Defender calls on the international community and human rights organizations to provide an appropriate assessment of the actions of the Azerbaijani armed forces and to utilize their full toolkit to prevent the widespread and barbaric violations of the rights of the population of the Republic of Artsakh.
