What Penalties Are Proposed for Violating State of Emergency Rules: Speaker of Parliament Makes a Statement
The Speaker of the National Assembly of Armenia, Ararat Mirzoyan, has made a statement on his Facebook page, informing that the National Assembly has approved on second reading the rules for isolation or self-isolation during the state of emergency declared due to the emergency situation. The statement is as follows:
“Dear compatriots, the Assembly has just adopted legislative regulations in the second reading, according to which:
- Violating the RULES of isolation or self-isolation during the state of emergency declared on the basis of an emergency situation will result in a fine of 100-250 thousand drams (the previous version accepted in the first reading suggested a fine of 300-500 thousand drams).
- As a consequence of violating the RULES of isolation or self-isolation:
- If it leads to the contamination of another person, it will be punishable by a fine of 300-500 thousand drams or imprisonment for up to 1 month.
- If it results in the contamination of two or more persons or causes serious harm to another’s health, the penalty will be a fine of 500-700 thousand drams or imprisonment for 1-3 months, or imprisonment for up to 2 years.
- If it results in a person’s death, the punishment will be imprisonment for 2-4 years.
- For intentionally contaminating another person or persons with the new coronavirus, there will be stricter penalties, including different sanctions for contaminating two or more persons, a minor, a pregnant woman, and for cases resulting in death due to contamination (these provisions were not included in the version accepted in the first reading).
