Mikael Harutyunyan Fined 200,000 Drams, Levon Sargsyan Warned for Not Submitting Declarations
The High Commission for Ethics of Senior Officials has imposed a fine of 200,000 drams on former Minister of Defense, advisor to Serzh Sargsyan, and Chief Military Inspector Mikael Harutyunyan, as reported by Hetq. The decision was made due to Harutyunyan's failure to submit his property, income, and affiliated persons' declarations by the date he ceased official duties.
Mikael Harutyunyan was dismissed from his position on May 8, 2018, the same day Nikol Pashinyan was appointed Prime Minister. However, his dismissal order was signed not by Pashinyan, but by Karen Karapetyan, who was also leaving office that day, citing “in accordance with his application” as the reason for dismissal. Later, the former Minister of Defense was indicted for attempting to overthrow the constitutional order related to the March 1 case, and a detention measure was chosen, with a search warrant subsequently issued.
Harutyunyan is required to pay the fine no later than 15 days from the date he receives the decision, or within 15 days after being notified that his appeal has been denied if he decides to contest it.
Former Special Envoy Ambassador Lyova Sargsyan, who is the brother of Serzh Sargsyan, also failed to submit a declaration to the Ethics Commission. He is currently in hiding, accused of illegal enrichment and concealment of property that is subject to declaration.
