The State Must Impose Certain Limitations to Establish Justice: Nikol Pashinyan
The Prime Minister of Armenia, Nikol Pashinyan, participated in a discussion on the topic of "Practical or Procedural Obstacles to Ensuring Reasonable Timeframes for Judicial Proceedings." He pointed out that there is a need for clarification regarding the concepts within the justice sector. "I tried to find out whether there is a definition of justice or fairness formulated within our reality," he said.
He mentioned that there is a source of legitimacy in Armenia, which is the people, and the next source is the Constitution and the legal system deriving from it. "If it turns out that there is a rupture between the people and the Constitution, doesn't that imply that the established legal system has legitimacy issues?" he noted.
According to him, to establish justice, the state must impose certain limitations. "We have resolved the issue of the legitimacy of power; we have not yet resolved the issue of the legitimacy of the legal system," the Prime Minister added.
