Minister of Artsakh Issues Statement

When discussing any program or process, instances of ineffective or unnecessary state subsidies, loans, and funding by the government come to light. This was stated by the Minister of State of the Republic of Artsakh, Gurgen Nersisyan, on his Facebook page.

"I have been in the position of Minister of State for twenty days now. During this time, significant work and time have been devoted to mitigating the situation and consequences arising from the blockade of Artsakh. Alongside this, efforts are being made to implement the short-term programs necessary for restoring the country's normal life and ensuring minimum conditions. Every program or process discussed reveals cases of ineffective or unnecessary state subsidies, loans, funding, and so on. Almost every day, I am halting or reducing such financial expenditures, and additional studies are being commissioned regarding questionable or unjustified transactions. We must abandon the approach of burdening the state budget at every turn and view state resources strictly as a facilitating and supporting tool when constructing state programs.

Social support programs should be implemented in a way that ensures they benefit actual beneficiaries, specifically citizens in real need of social assistance."
