What Do the Results of the External Independent Audit of the National Assembly Staff Indicate?
The head of the National Assembly staff, Tigran Galstyan, announced on his Facebook page: “The external independent audit of the activities of the National Assembly staff for 2017-2018 has been completed, conducted by one of the companies included in the International Best Practices in the AUDIT sector.”
The independent auditor reported nine systemic deficiencies and issues. These systemic deficiencies and issues relate to the absence of control and efficient management systems in multiple sectors.
In particular, they involve:
- Organization of procurement processes,
- Acquisition of airline tickets,
- Provision of per diems for business trips,
- Control over the provision and use of fuel for service vehicles,
- Lack of oversight on compliance with supply contract requirements,
- Personnel management and documentation,
- Absence of independence in internal auditing.
It should be noted that some of the deficiencies recorded previously have already been addressed, while work is underway to resolve others, with a timeline established for eliminating them.
